Greece will thus have to rigorously prioritize and sequence its efforts to upgrade
competitiveness, balancing what it needs to do with what it is able to do. These choices
have to be based on a clear strategic choice on the type of competitive advantages the
country aims to compete on in the future. But they also have to consider the short-term
consequences they have in showing Greek citizens and firms how progress on this agenda
is providing benefits to them today and tomorrow, not only in the next decade.
The hope, then, is that the COMPASS becomes more than a solid piece of analysis on
the challenges and opportunities that Greece is facing, based on a thorough review
of competitiveness indicators. It is that this document can become a decision-support
instrument to decide where to start and what to do next on the path towards a more
competitive Greece.
