“COMPASS” REPORT 2021 – COUNCIL ON COMPETITIVENESS OF GREECE 39
RECENT DEVELOPMENTS
• Development Plan for the Greek Economy (Pissarides Report) prepared
• Targeted measures identified for the digital transformation of businesses and of the State in the context of the Digital
Transformation Book
• Preparatory Legislative Work Evaluation Committee (EANE) established
• Gradual downscaling of pension expenditures, and reduction of subsidies from the national budget (relative to overall
public spend)
• The above developments are expected to realign productive structures by creating a long-term strategic vision in the heart
of which is addressing established pathogenies in the institutional environment and promoting a new model of growth
KEY TAKEAWAYS
Greece’s low scores in several indices directly affect competitiveness, since the pillar in question concerns both the welfare of
citizens and society, and the productivity of businesses and the economy. More specifically, we observe low performance scores
in the government’s long-term strategic vision and efficiency, the legal environment, the collaboration between public and
private sectors as well as matters linked to property ownership management (e.g. land registry). It is certainly worth noting that
several recent developments and actions underway are related to the above topics, and are expected to have a significant impact
on daily life, and correspondingly influence international report results in the years to follow.
On the other hand, we observe that Greece has taken positive steps in agreements and regulatory frameworks for energy; in
streamlining the pension system; and in digital access to public services, especially during the pandemic, which led to picking up
the pace of several related projects.
