               INNOVATION AND TECHNOLOGY



               COMPETITIVE ADVANTAGES

               •   Strong research activity with good performance in scientific publications
               •     Increase in investments in tech and innovation centres



               POLICY PRIORITIES

               •     Establishing institutionalised frameworks for cooperation between research centres and
                   the business community, potentially with the contribution of tech transfer offices
               •     Collaborations between universities and reputable stakeholders and creation of a
                   mechanism to utilise industrial scholarships, with the ultimate objective of linking
                   research and business
               •     Strengthening the legal framework for the registration of innovation and patents
               •     Identifying potential innovation ecosystems of a local and regional dimension, in order
                   to attract foreign investment



               PROPOSED ACTIONS

               •     Creation of a mechanism (platform/organisation/body) principally responsible for linking
                   universities to the country's productive fabric
               •     Forming collaborations between universities and reputable stakeholders and creating a
                   mechanism to utilise industrial scholarships in a manner binding to all three participants
                   (scholarship receiver, research centre, business) so there is accountability and checks and
                   balances towards the achievement of common goals
