RECOMMENDATIONS AND PRIORITIES

• Development of frameworks for cooperation and estab-
lishment of strong ties between academic and research
institutions and the business community, potentially
with the contribution of tech transfer offices

• Establishment of a framework of institutional collabora-
tions between universities and reputable stakeholders
and the creation of a mechanism to utilise industrial
scholarships, with the ultimate goal of linking research
and business

• Strengthening of the legal framework for establishing
industrial property rights

• Promotion of open strategic autonomy, taking a leading
role in the development of basic digital, general appli-
cation, and emerging technologies, industries and value
chains

• Transformation of Greece into a cyclical, climate-neutral
and sustainable economy based on digital technologies

• Creation of new research structures and substantial up-
grades to existing ones, as well as enhancement of col-
laborations between business and research institutions
in order to significantly elevate domestic innovation

• Forward-thinking initiatives to tackle digital illiteracy
and measures to support digital maturity

• Capitalisation of available Recovery and Resilience Fund
resources earmarked for research and innovation
