Institutions and
the Economy
The Institutions and the Economy pillar is a significant lever
in accelerating innovation, competitiveness and citizen wel-
fare, and it is improving over time. Greece can do better in
areas related to the broader institutional and legal environ-
ment at both the regional and international levels. This pillar
covers matters concerning the overall confidence in the
administration of justice, such as delays thereof, implemen-
tation of the regulatory framework, and corruption. Despite
a number of reforms to further support the development of
entrepreneurship and innovation and the adaptation to cli-
mate change, the factors described above are a long-stand-
ing impediment to attracting investors who seek a stable
environment where justice is administered swiftly and where
the rule of law prevails in the broader sense of the term.
