PURPOSE OF THIS REPORT
The main purpose of this report, which is prepared for the second consecutive year, is to identify and analyse the
country's position and trajectory in terms of the main pillars of competitiveness, thus functioning as a compass
for policy-makers on various levels. At the same time, it aims to develop a dynamic methodology framework,
which allows us:
1. to systematically track the progress of Greece’s competitiveness, taking into account the analysis of
indicators published by authoritative international organisations such as the European Commission, World Bank,
World Economic Forum, etc.
2. to identify factors that impact competitiveness, mainly in the context of the Greek reality, via discussions
and focus groups with the participation of members of the Board, the Advisory Committee, the Government,
academia, as well as organisations, chambers of commerce and other scientific and professional bodies and
acclaimed individual experts
3. to submit recommendations for actions (“Calls to Action”) in priority sectors that will allow us to address
the challenges of competitiveness and economic growth potential, taking into account initiatives that have been
recently implemented or are currently being implemented in the country.
In the chapters that follow are presented initially the substantial effects of the COVID-19 pandemic on both individual
markets and on new trends that developed, and the new, shifting global conditions of competitiveness. Following
that, Greece’s current performance is presented by field of competitiveness and innovation through the analysis of
authoritative international indicators and the evaluation of the parameters that comprise the Greek reality. Finally, the
conclusions stemming from this analysis have informed specific directions for Calls to Action, which can function as a
compass to improve the country's competitiveness.
