There follows an overview of Greece’s ranking in four internationally recognised innovation indices; namely, the
Global Innovation Index, the European Innovation Scoreboard, the Digital Economy and Society Index, and the Eco
Innovation Index. While in some cases the indices did not fully capture all the parameters required for the purpos-
es of our analysis, it should be noted that the overall sense emerging from the interviews we conducted is that our
country’s improving performance on innovation is largely driven by government initiatives, such as Elevate Greece,
implemented in recent years.
The Global Innovation Index (GII) documents the latest global trends in innovation, ranks the innovation systems
of economies around the world based on performance, and outlines their strengths and weaknesses. The Europe-
an Innovation Scoreboard (EIS) provides a comparative analysis of innovation performance in the EU-27 and other
non-EU European countries. The Digital Economy and Society Index (DESI), published annually by the European
Commission, tracks the progress of EU countries in digital competitiveness, focusing on four key dimensions:
human capital, digital infrastructures and broadband connectivity in particular, take up and integration of digital
technology by businesses, and digital public services.
GREECE INTL’ RANK IN BRIEF
POSITIVE NEGATIVE
According to the Global Innovation Index 2022, Greece is 44th
Global among 132 countries globally, having climbed three places from
Innovation 47th in 2021.

POSITIVE NEGATIVE Greece’s improvement in the international ranking is due to its
performance on the Innovation Outputs sub-index, where it climbed
11 places to 49th in 2022, highlighting stepped-up efforts to
Innovation develop the Greek innovation ecosystem.

Greece’s rank decreased slightly, by five places, affected mostly by
Human changes in the Institutions and the Human Capital and Research
Capital and pillars.

In the Institutions pillar, which tracks stability in the political and
business environment, Greece ranked 69th, compared to 51st in
2021, mainly due to the significant decline of its rank in the Business
Institutions
Environment sub-pillar.
POSITIVE NEGATIVE
The Greek innovation ecosystem performed poorly in Market
Sophistication, as despite climbing five places, the country ranks
Market 55th in the world.
